Linghui Cai

Experience

Linghui joined the MCDF in June 2021 and has been part of the team that designed and launched the MCDF. She has over 10 years of experience in project and program management, trust funds and partnerships, and infrastructure policy analysis. Before joining the MCDF, Linghui worked for the Ministry of Finance of China, focusing on engagement with international financial institutions and global platforms, portfolio of foreign government loans, negotiations on establishing the New Development Bank, and G20 finance track discussions. Prior to that, Linghui worked for the Xinhua News Agency where she was responsible for external relations and strategic cooperation programs with public and private sector organizations.

Linghui is a national of China. She holds a Master’s degree in linguistics from Beijing Foreign Studies University, and a Bachelor’s degree in English language and literature from Peking University.
