MCDF PPP Hot Topics Report Series

Public-private partnerships (PPPs) enable governments to procure and deliver public infrastructure through the private sector. When properly designed and executed, PPPs can create social value through efficiency gains, innovation in project design, incorporation of global expertise, and access to new sources of capital. Conversely, poorly designed and executed PPPs can create additional fiscal, operational, and governance risks compared to traditional financing modalities.

The Multilateral Cooperation Center for Development Finance (MCDF), in collaboration with Egypt’s Finance Ministry, the African Development Bank, Asian Development Bank, Public-Private Infrastructure Advisory Facility, and World Association of PPP Units and Professionals, launched the annual Workshop Series on Public-Private Partnership Hot Topics in 2024. The popular series provides capacity building support to help developing country governments harness the benefits and mitigate the risks of PPPs and thereby promote sustainable, high-quality connectivity infrastructure investment. The MCDF PPP Hot Topics Report Series summarizes key lessons from the PPP workshop series every two years. 

MCDF PPP Hot Topics Report 2024-2025 

This inaugural 2024-2025 report covers eight PPP hot topics workshop series sessions held during these years, under three important themes: 1) managing financial, fiscal, and technological risks; 2) accessing diverse financing sources, such as project preparation funds, climate finance, and land value capture; and 3) innovative sectors, with a focus on small-scale PPPs and transport PPPs. Through the lens of these themes, the report draws out 129 practical lessons identified by experienced practitioners from International Financial Institutions and other PPP experts.
