MCDF Coordination Committee Discusses Cross-border Infrastructure Project Lessons

International Financial Institution (IFI) representatives and experts from partner organizations explored lessons and priorities for advancing cross-border infrastructure projects during a roundtable discussion, held as part of the 21st regular meeting of the Multilateral Cooperation Center for Development Finance (MCDF) Coordination Committee (CC) in New Administrative Capital, Egypt on 21 September.

The roundtable opened with a presentation on global practices for cross-border infrastructure projects from Global Infrastructure Hub, a Group of 20 (G20) initiative. Drawing upon case studies, it outlined keys such as a project champion and common vision for development, dedicated project resources, and legal, regulatory, and stakeholder alignment. Others included financially addressing project risks and benefits, effective governance structures, and efficient management throughout a project’s lifecycle.

Representatives of the Asian Development Bank, Asia Infrastructure Investment Bank, and African Development Bank Roundtable later shared cross-border infrastructure project experiences and perspectives on the road ahead. They highlighted the need to tackle connectivity infrastructure gaps to address climate needs, shifting trade patterns, and broader changes in demand. They also noted opportunities to harness private financing, technology, and project preparation via initiatives such as MCDF to help overcome fiscal constraints and ensure projects are efficient, low carbon, and safe.

The roundtable concluded with insights from the Egyptian New and Renewable Energy Authority on energy development and cross-border infrastructure projects. Together, participants considered the need for sustained efforts to enhance transmission and distribution networks; building capacity to meet IFIs’ technical, environmental, and finance requirements; managing regional political instability; and integrating plans for cross-border projects with national infrastructure plans.

During the CC meeting, members were also briefed by MCDF on its recent information-sharing, capacity building, and project preparation activities and offered strategic advice to the MCDF Governance Committee on promoting high-quality, sustainable cross-border infrastructure project investment.
