Cambodia’s delegation from Ministry of Economy and Finance led by H.E. Chea Kokhong, Director of the Secretariat for Development of Preah Sihanouk Province Multi-Purpose Special Economic Zone Master Plan, visited Labuan Corporation and Labuan Financial Services Authority in Malaysia. This study visit was supported by the Multilateral Cooperation Center for Development Finance (MCDF) and coordinated through the Asian Infrastructure Investment Bank (AIIB) as an Implementing Partner.

The delegation reviewed practical experiences in developing and managing international business development zones and an international financial center. The study tour included training in urban planning methodologies that will contribute to developing a Master Plan to transform Preah Sihanouk province of Cambodia into a model multi-purpose special economic zone.

“The objectives of the visit are, among others, to develop new ideas to design business models and regulatory frameworks in the financial services sector of Cambodia”, said Director Chea Kokhong.

In December 2021, MCDF Governing Committee approved a USD152,250 grant to provide technical assistance to Cambodia to develop a comprehensive masterplan supporting a multipurpose Special Economic Zone in Sihanoukville.
