Mr. Clement Ahossi has over 25 years of professional experience in public procurement. He is currently the Division Manager for the Procurement Division covering Central, North and Western Africa regions (SNFI.1) in the Fiduciary Services and Inspection Department since February 2024. Until his appointment, Mr. Ahossi served as Division Manager, East, Southern Africa regions & Nigeria (SNFI.3) from May 2018 to January 2024. As Procurement Division Manager, Mr. Ahossi provides, among other key managerial responsibilities, technical leadership, and oversight to the procurement function with respect to compliance with Bank procurement policies and procedures in lending operations. In addition, he leads the procurement and capacity risk assessment exercises in the Bank’s financed operations at country, sector and project levels to ensure that appropriate risk mitigating measures are incorporated into project/program design.
Mr. Clement Ahossi also held the position of Chief Regional Procurement Coordinator, East Africa region (RDGE) from 2013 to 2018; and Chief Regional Procurement Coordinator, Central Africa Region from 2009 to 2013. As Regional Procurement Coordinator, Mr. Ahossi provided technical leadership on all aspects of procurement for the efficient execution of Bank-funded projects and programs. In addition, he led the assessment of Borrowers’ Procurement Systems to determine the conditions under which those systems could be used for awarding contracts under country procurement systems in Bank-financed projects. Before joining the Bank, Mr. Ahossi worked with USAID in Benin as Procurement Specialist (1997 – 2001) and ACBF in Zimbabwe (2001- 2003). Mr. Ahossi holds a Master’s degree in Public Administration from Portland State University, Oregon, USA.
