EVENT DESCRIPTION

Co-organized by the Asian Infrastructure Investment Bank (AIIB) and Multilateral Cooperation Center for Development Finance (MCDF), this forum aims to provide a platform to share good practices, lessons learned, opportunities and challenges in managing environmental and social risks and impacts in transport infrastructure projects. The discussion will focus on practical applications for market players in emerging markets across Asia and beyond and draw from the rich experiences of diverse stakeholders.

AUDIENCE

Environmental and Social (E&S) specialists, investment operations staff of International Financial Institutions, and relevant stakeholders in the transport infrastructure sector.

FORMAT

The two-day hybrid forum will be held in Chengdu, China, and online via Zoom.
Speaker presentations and discussions will be conducted in English.
Presentations and related knowledge products will be uploaded on MCDF’s website and JIGSAW platform.
Participants will be engaged through small group discussions, quick-answer apps, and question-and-answer sessions at the end of each panel discussion.

<p>Hun Kim is Acting Vice President, Investment Solutions. He is responsible for providing leadership and overseeing three departments, namely, the Sectors, Themes, and Finance Solutions Department (STF); Sustainability and Fiduciary Solutions Department (SFS); and Portfolio Management Department (PMD). He serves concurrently as Director General of the STF Department and is responsible for developing the technical excellence of the Bank’s investment operations and expanding the Bank’s operational knowledge across all sectors and themes in support of both sovereign and nonsovereign investment operations. Under his leadership, STF performs a proactive role in shaping the direction and impact of AIIB’s investment operations. The department takes the lead in initiating and carrying out upstream work to cultivate expertise, support and incubate new initiatives in emerging technologies, provide advisory services for public-private partnerships, and promote growth in other productive sectors. Previous to his appointment, Kim has played a pivotal role in building AIIB’s social infrastructure portfolio from the ground up, which has grown to over USD2 billion since it was established in 2021. Kim is a seasoned development professional who has built his skills and expertise throughout his long and successful career in the Asian Development Bank (ADB) where he has held various leadership positions, the last of which was Director General, South Asia Department. Prior to that, he was ADB’s Country Director in India Resident Mission. He holds a Ph.D. in Applied Economics from the University of Minnesota, U.S.A and an MA and BA in Economics from Yonsei University, Republic of Korea. Kim is from the Republic of Korea.</p>

<p>Yayan current position is Head of Social and Environmental Division (SED) at PT. Indonesia Infrastructure Finance (IIF), where he promotes the implementation of IIF’s Social and Environment Principles in infrastructure projects financed by IIF.&nbsp; As Head of SED, he leads and provides guidance on day-to-day operational issues and compliance with IIF Social and Environmental Principles. Work with problems and issues that may involve high risk by preparing the required S&amp;E covenants in the loan agreements. Prepare regular reporting on S&amp;E Performance to strategic investors. Undertake social and environmental due diligence (SEDD), assist in public consultations and disclosure activities to support the implementation, and ensure compliance with the IIF’s Principle. Other key tasks are to monitor and supervise projects funded by IIF to ensure on-going compliance.&nbsp;</p> <p>He has had a leading role in developing and implementing projects in areas related to Sustainable Landscape Management and REDD+ projects in Indonesia. He has worked in research and practices in several sectors, including forestry research, local livelihood, and land tenure security. Yayan has authored and contributed to multiple journal papers and publications. Yayan has a master's in environmental management and development (MEMD) from the Crawford School of Public Policy at the Australian National University (ANU).</p>

<p>Diganta Goswami is working with the Assam Public Works Roads Department (PWRD) as a Superintending Engineer. He joined the department in 1996 after completing his Bachelor of Engineering (Civil) from Assam Engineering College and MBA (Marketing &amp; Finance) from Gauhati University.</p> <p>He has been associated with road infrastructure projects ever since joining the Department. He has been working for externally aided projects aided by Multilateral Development Banks since 1999. He has worked with Construction Supervision Consultant for the World Bank aided project ARIASP for 3 years as Materials Engineer for checking materials and quality control of rural road works in the 3 districts of Darrang, Kamrup and Nagaon. He was associated with project preparation for the rural road's component for the follow-on World Bank project AACP in 2004-05.&nbsp;&nbsp;</p> <p>He has also been associated with project preparation for the large US$ 400 million World Bank aided State Highway and Major District Roads improvement Project - Assam State Roads Project (ASRP). He has been associated with the project from its conceptualization till its completion in September 2019, through all its phases of project appraisal and implementation of the project. He has also been instrumental in conceptualizing and implementing the Assam PWRD Computerisation Project for automation of business processes of the department. It is a pioneering project in the country.&nbsp;</p> <p>He has been instrumental in developing the 20-year Assam Road Network Master Plan 2023 which has been adopted by the State for implementation. In addition to this, he has also been associated in developing a draft Decongestion Study and Transport Investment Plan for Assam State Capital Region. He is well trained, particularly on highway works and procurement. He has also undergone training on the Senior Road Executives program at the University of Birmingham, UK.</p> <p>With more than two decades of experience, he is now actively involved in integrating environmental and social safeguards in implementation of rural and highway projects in the state, particularly those implemented with assistance from the Asian Infrastructure Investment Bank, Asian Development Bank, etc. The road infrastructure development projects are aligned with environmental and social safeguards. He is promoting the implementation of GESI (Gender Equality and Social Inclusion) in those projects. He is working towards development of transportation systems which not only addresses the travel demands, but also paves the way for a more socially inclusive, sustainable, and resilient future' for the citizens of the state and achieving the relevant sustainable development goals.&nbsp;</p>

<p>Wang is responsible for managing the Operational Services Department (OSD) which supports all the operational fiduciary needs for both sovereign and nonsovereign operations of the Bank. This includes ensuring that AIIB operations are properly resourced and staffed with qualified specialists to cover the environment, social, procurement and financial management aspects and that AIIB policies and standards for those areas are fully observed in all Bank’s operations.</p> <p>Before taking on OSD responsibilities, he was the Assistant Corporate Secretary of AIIB. Wang brings with him his rich experience in managing the environmental, social and other fiduciary risk and impact from his years as Director in the Government of China overseeing the large portfolio of multilateral development banks financing activities in China, as well as his work with the World Bank and Asian Development Bank. He served as Operations Advisor for the East Asia and Pacific Region of the World Bank, leading quality assurance for operational deliveries and implementation support for the investment activities. He also served on the Board of Executive Directors of the Asian Development Bank. During his service for the Government of China, he led the development of a number of East Asia regional financial integration initiatives in response to the 1997 and 2008 financial crises. Wang holds a MA degree in economics from McGill University and a BA degree in English literature from Nanjing University. He is from China.</p>
