Carlito Rufo, Jr. is a Senior Environmental Specialist at the Asian Development Bank (ADB). He ensures the compliance of transport projects to the ADB’s and country-specific environmental safeguards. He has over thirty (30) years of experience in the environmental field including safeguards, climate change risk screening and assessment, greenhouse gas emissions estimation, policy analysis, pollution prevention, environmental management systems, emission estimation, air dispersion modeling, agricultural and land-use planning, geographic information system (GIS), hydrology, and municipal water supply. He has also acted as a technical expert resource in numerous seminars and workshops on these fields. Mr. Rufo has done numerous environmental impact assessments, financial and economic analyses, project evaluation and monitoring, policy studies, and publications on energy and the environment. He graduated from the University of the Philippines with a bachelor’s and master’s degree in Agricultural Engineering and Environmental Engineering, respectively
