Diganta Goswami is working with the Assam Public Works Roads Department (PWRD) as a Superintending Engineer. He joined the department in 1996 after completing his Bachelor of Engineering (Civil) from Assam Engineering College and MBA (Marketing & Finance) from Gauhati University.
He has been associated with road infrastructure projects ever since joining the Department. He has been working for externally aided projects aided by Multilateral Development Banks since 1999. He has worked with Construction Supervision Consultant for the World Bank aided project ARIASP for 3 years as Materials Engineer for checking materials and quality control of rural road works in the 3 districts of Darrang, Kamrup and Nagaon. He was associated with project preparation for the rural road's component for the follow-on World Bank project AACP in 2004-05.
He has also been associated with project preparation for the large US$ 400 million World Bank aided State Highway and Major District Roads improvement Project - Assam State Roads Project (ASRP). He has been associated with the project from its conceptualization till its completion in September 2019, through all its phases of project appraisal and implementation of the project. He has also been instrumental in conceptualizing and implementing the Assam PWRD Computerisation Project for automation of business processes of the department. It is a pioneering project in the country.
He has been instrumental in developing the 20-year Assam Road Network Master Plan 2023 which has been adopted by the State for implementation. In addition to this, he has also been associated in developing a draft Decongestion Study and Transport Investment Plan for Assam State Capital Region. He is well trained, particularly on highway works and procurement. He has also undergone training on the Senior Road Executives program at the University of Birmingham, UK.
With more than two decades of experience, he is now actively involved in integrating environmental and social safeguards in implementation of rural and highway projects in the state, particularly those implemented with assistance from the Asian Infrastructure Investment Bank, Asian Development Bank, etc. The road infrastructure development projects are aligned with environmental and social safeguards. He is promoting the implementation of GESI (Gender Equality and Social Inclusion) in those projects. He is working towards development of transportation systems which not only addresses the travel demands, but also paves the way for a more socially inclusive, sustainable, and resilient future' for the citizens of the state and achieving the relevant sustainable development goals.
