Elena Timusheva is a Public-Private Partnership (PPP) Specialist at the World Bank based in Washington, DC. Elena has over 10 years of experience in public-private partnerships (PPPs) and infrastructure finance with expertise spanning infrastructure policy and financing, institutional development, and strategic planning. Since joining the Bank in 2014, she has supported client countries in strengthening their enabling environments for private sector participation in infrastructure. Her work includes the identification of viable investment projects, assessment and management of fiscal risks associated with PPPs, and sustainable capacity building and institutional reform. Elena has contributed to the design and implementation of PPP programs, policy reforms, and regulatory frameworks across Eastern Europe and Central Asia, Africa, and the Middle East. She holds a graduate degree in Public Policy and Public Finance from the University of Baltimore, USA.
