MCDF and the Asian Infrastructure Investment Bank (AIIB) co-organized a Workshop Series on Sustainable Financing for Development and Infrastructure. Beginning at the end of 2021 and concluding in April 2022, this 10-module initiative brought together global experts to share their knowledge on international best practices designed to bolster the fiscal sustainability of infrastructure financing. The workshop series was attended by 303 participants from 61 economies, 13 international organizations and 16 New Partners (emerging market financiers).
This workshop series was unique in two ways. Firstly, it was attended by both borrowers and lenders. Participants included representatives from public debt management offices (DMOs), central banks as well as from multilateral, bilateral and commercial banks. Secondly, the workshops covered the entire debt process, from macroeconomic beginnings, medium-term strategies and annual borrowing plans (ABPs) to accounting, reporting, legal and institutional arrangements. The workshop modules were:
- Module 1: Debt Sustainability and Debt Management – The Macro Framework on 8 – 10 November 2021
- Module 2: Formulating Medium-Term Debt Management Strategies on 6-8 December 2021
- Module 3: Annual Borrowing Plan and Issuance of Debt Instruments on 10 – 12 January 2022
- Module 4: Old and New Instruments for Public Financing on 24 – 26 January 2022
- Module 5: Old and New Instruments for Risk Management on 7 – 9 February 2022
- Module 6: Contingent Liabilities and “Hidden Debt” on 21 – 23 February 2022
- Module 7: Financing Options for Infrastructure Projects on 7 – 9 March 2022
- Module 8: Debt Accounting, Reporting and Disclosure on 21 – 23 March 2022
- Module 9: Legal Aspects of External Debt and External Borrowing on 11 – 13 April 2022
