Dr. Chen is Director (Central and West Asia, East Asia, and the Pacific) of ADB’s Transport Sector Office. He has 24 years of professional experience in transport sector and international development. He joined ADB as a transport specialist in 2007 and worked in the organization’s Pacific and South Asia departments. In 2017, he became the Senior Advisor to the Vice-President (Operations 1) and led quality management on strategies, business plans, projects, and technical assistance in 16 developing countries in Central and West Asia and South Asia. Most recently Mr. Chen served as ADB’s Country Director for Sri Lanka from 2020 to 2023.

Mr. Chen holds a Ph.D. in Civil Engineering from Virginia Polytechnic Institute and State University (Virginia Tech) in the United States; a master’s degree from South China University of Technology; and a bachelor’s degree from Tsinghua University in the People’s Republic of China. He has authored sixteen publications on transport asset management, climate change, and public–private partnership, including three in peer-reviewed journals. Mr. Chen is a national of People’s Republic of China.
