EVENT DESCRIPTION

Co-organized by the Egyptian Ministry of Finance, Multilateral Cooperation Center for Development Finance, African Development Bank, Asian Infrastructure Investment Bank, Islamic Development Bank, The World Bank, and Egyptian Federation for Construction & Building Contractors, this workshop explored how contractors, suppliers, consultants, and potential project developers in the Middle East and North Africa (MENA) region can successfully participate in multilateral development bank (MDB)-financed infrastructure projects.

The workshop was hosted in Cairo, Egypt, taking into account its importance as regional hub for companies in the infrastructure sector, as well as online. It is the second workshop in a series that seeks to promote the use of MDB standards to ensure infrastructure projects are high-quality and sustainable.

AUDIENCE

Participants included MENA-region contractors, suppliers, consultants, and potential private sector or state-owned enterprise project co-investees.

FORMAT

This two-day hybrid workshop in Cairo and online via Zoom featured presentations and discussions in English, with simultaneous Arabic translation. Participants engaged through small group discussions and question-and-answer sessions at the end of each panel discussion.

Workshop presentations and related-knowledge products will be made available on the MCDF JIGSAW platform.

Director of the Central PPP Unit, Ministry of Finance, Egypt
<p>Engineer Atter Hannoura has +34 years of professional experience in different capacities and business sectors. He is a holder of a Law Degree, Cairo University/2016, Diploma in Large Procurements ITO/Italy/2004 and a B. Sc. Engineering/(ICT) Alexandria University in 1981.</p> <p>Eng. Hannoura is a PPP Expert, with solid procurement, and contract management experience. Professional business experience is mainly gained due to working at multinational organizations since 1997, ten years at the USAID, and the World Bank as a Management Information System (MIS) and Procurement Expert, Experience then extended to cover the full Project Management, Financing and Contract Management in the MENA Region.</p> <p>Since Feb 1st, 2007, Eng. Atter Hannoura has joined the Ministry of Finance/Egypt to participate in establishing the PPP Central Unit.</p> <p>Eng. Hannoura was appointed by the Minister of Finance to be the Director of the PPP Central Unit. Work included, but not limited to, being the Director of the Central Department for PPP Projects, Tendering Affairs &amp; Contract Management. Eng. Hannoura was also responsible for implementing PPP initiative on a national basis and drafting the PPP legal frame work in Egypt since May 2011.</p> <p>Hannoura strongly managed feasibility studies, preparation and tendering of several PPP projects in Utilities, transportation, health, education, ports, and communication sectors in addition to creating additional PPP pipeline projects.</p> <p>Eng. Atter has the capability at linking work objectives to organizational goals as well as implementing business and technology solutions. Acting as a Strong advocate of innovative actions to help the PPP Central Unit retain a leading edge, this was also coupled by broad exposure to various cross-functional commercial and corporate affairs.</p> <p>Eng. Hannoura worked as a Deputy General Manager, Business Development Director, and Vice President for different Regional and Local Organizations with a strong customer’s needs &amp; a continuous stakeholder engagement. Such variance provided high exposures in senior and broadly based wider commercial aspects such as legal, logistics, sales and distribution experience in wide business aspects in the Egyptian and Middle Eastern markets.</p>

Clement Ahossi
Clement Ahossi
Procurement Division Manager, AfDB
<p>Mr. Clement Ahossi has over 25 years of professional experience in public procurement. He is currently the Division Manager for the Procurement Division covering Central, North and Western Africa regions (SNFI.1) in the Fiduciary Services and Inspection Department since February 2024. Until his appointment, Mr. Ahossi served as Division Manager, East, Southern Africa regions &amp; Nigeria (SNFI.3) from May 2018 to January 2024. As Procurement Division Manager, Mr. Ahossi provides, among other key managerial responsibilities, technical leadership, and oversight to the procurement function with respect to compliance with Bank procurement policies and procedures in lending operations. In addition, he leads the procurement and capacity risk assessment exercises in the Bank’s financed operations at country, sector and project levels to ensure that appropriate risk mitigating measures are incorporated into project/program design.</p> <p>Mr. Clement Ahossi also held the position of Chief Regional Procurement Coordinator, East Africa region (RDGE) from 2013 to 2018; and Chief Regional Procurement Coordinator, Central Africa Region from 2009 to 2013. As Regional Procurement Coordinator, Mr. Ahossi provided technical leadership on all aspects of procurement for the efficient execution of Bank-funded projects and programs. In addition, he led the assessment of Borrowers’ Procurement Systems to determine the conditions under which those systems could be used for awarding contracts under country procurement systems in Bank-financed projects. Before joining the Bank, Mr. Ahossi worked with USAID in Benin as Procurement Specialist (1997 – 2001) and ACBF in Zimbabwe (2001- 2003). Mr. Ahossi holds a Master’s degree in Public Administration from Portland State University, Oregon, USA.</p>
