Andrew leads the Integrity function of the Complaints-Resolution, Evaluation, and Integrity Unit (CEIU) of the Asian Infrastructure Investment Bank (AIIB). In this role, he is primarily responsible for ensuring that all AIIB-funded projects and activities and AIIB staff abide by the requirements of AIIB’s anti-corruption policy, the Policy on Prohibited Practices (PPP) and investigating all allegations of Prohibited Practices in AIIB operations. Andrew is also the focal person for AIIB debarments and cross-debarment issues.
Andrew has rich experiences in project development, implementation, procurement, and oversight from AIIB, the World Bank and the United Nations. He has also completed investigations into a wide range of fraud and corruption cases globally, which have resulted in multi-year debarments of the subject companies and individuals. In addition, Andrew has conducted investigations into allegations of misconduct involving staff members and high-level officials that resulted in disciplinary actions.
He is a Certified Fraud Examiner and holds a graduate degree in Economics. Andrew is a national of the Philippines.
