With over 11 years of experience in infrastructure finance and PPPs, Rupi supports clients throughout the infrastructure asset investment cycle as part of the World Bank's Infrastructure Finance Practice by providing technical advisory to governments across Africa, Asia, and the Middle East, focusing on infrastructure planning, regulatory and institutional strengthening, and project preparation. Currently, she is leading a joint World Bank and International Finance Corporation team that is supporting the scaling up of Hybrid PPPs.
Before transitioning to the public policy space, Rupi was a senior researcher at Johns Hopkins University, where she led research on private sector investment in the health sector. She also developed educational programs centered on infrastructure finance and PPPs.
Rupi, an Austrian national, holds a master's in international relations and economics from Johns Hopkins University’s School of Advanced International Studies (SAIS), and a master's in development economics and political science from the University of Vienna.
