The Multilateral Cooperation Center for Development Finance (MCDF) is holding a half-day launch ceremony on 10 November for the inaugural MCDF Learning Center, hosted at the Xiamen National Accounting Institute (XNAI). The focus will be on strengthening practical capacity in applying international environmental and social (E&S) standards to infrastructure investments.
The public launch ceremony will feature remarks from high-level speakers, the signing of a Memorandum of Understanding between MCDF and XNAI, and an expert panel that will discuss perspectives and experiences on E&S risk management in infrastructure investment and the launch of MCDF’s flagship E&S report. The launch ceremony will be followed by a two and a half-day by-invitation pilot training on E&S risk management at the MCDF Learning Center on 10-12 November.
About the MCDF Learning Center
The inaugural MCDF Learning Center at XNAI aims to provide a platform for knowledge sharing, professional training, and collaboration among institutions and practitioners involved in infrastructure projects. It will support greater understanding of International Financial Institutions’ E&S requirements and their practical application throughout the project cycle.
Launch Ceremony and Pilot Training Objectives
The launch ceremony and pilot training will introduce the MCDF Learning Center as a platform for capacity building and knowledge exchange, promote dialogue on international E&S standards, and strengthen participants’ practical understanding of E&S risk management in infrastructure projects. The program is expected to:
- Introduce the MCDF Learning Center, its objectives, and role in capacity development and institutional collaboration
- Share insights from MCDF’s flagship E&S report and facilitate dialogue among participating institutions and infrastructure practitioners
- Strengthen understanding of International Financial Institutions’ E&S standards, including labor and working conditions, occupational health and safety and community health and safety, pollution, and biodiversity
- Explore how to incorporate E&S requirements into project planning, procurement, and contractor responsibilities
- Develop practical skills in E&S risk identification, assessment, mitigation, management, and monitoring throughout the project cycle
- Promote stakeholder engagement, grievance redress mechanisms, and E&S management systems
- Encourage experience sharing and continued collaboration among participants and partner institutions
The MCDF Learning Center launch ceremony is open to interested members of the public. The by-invitation pilot training is for government ministry and agency officials and relevant staff of multilateral development banks, contracts, and legal professionals.
The half-day MCDF Learning Center launch ceremony on 10 November will be held at the XNAI campus in English and Chinese, with simultaneous translation.
The two and a half-day MCDF Learning Center pilot training on E&S risk management on 10-12 November will consist of expert presentations, practical case studies, interactive group exercises, peer learning, and a field visit to Yundang Lake. It will also be held at the XNAI campus in English and Chinese, with simultaneous translation.
