SUMMARY

Workshop Series

The digital economy, the fastest growing sector worldwide and a crucial driver inclusive and sustainable development, depends on digital infrastructure to support it. However, there is limited knowledge of digital infrastructure and how governments in developing countries can best support its development to gain a competitive advantage.

The four-part virtual Digital Infrastructure Introductory Workshop Series examines digital infrastructure’s role in economic development strategies, how to prioritize and finance it, and keys to managing associated risks. Workshops in the series feature high-level speakers, including ministers from emerging markets, distinguished scholars, private sector representatives, and development practitioners, and help participants:

  • Understand the critical role of digital infrastructure in driving economic opportunities, growth, and job creation
  • Learn the core foundational elements of digital infrastructure and digital public infrastructure to bridge digital divides in project development and financing
  • Gain insights from experts on effectively managing data governance and cybersecurity risks
  • Enhance their understanding of innovative financing mechanisms for digital infrastructure, drawing on best practices
  • Explore opportunities to leverage artificial intelligence (AI) for improved market efficiency and competitive advantage, and advancing sustainable development priorities
  • Network with experts from International Financial Institutions (IFI), government ministries and agencies, and the private sector to foster partnerships for future digital infrastructure projects
  • Receive support in developing project ideas for multilateral financing

Participants attending the workshop series will receive a certificate for each session.

Workshop 4: Artificial Intelligence Infrastructure

AI is redefining infrastructure needs, the public response to these needs, and education and energy systems, while generating new economic opportunities. Already, there are about 800 billion daily connections to AI engines, over 200 times the number of human connections to the internet. To adapt, governments and the private sector alike must build adequate infrastructure to support AI development and maximize its inclusive and sustainable impacts. The fourth and final session in the Digital Introductory Workshop Series will help participants better understand these dynamics and options for responding to associated challenges. Key objectives include:

  • Learn how AI is transforming infrastructure demand, particularly for connectivity, data centers, and digital public infrastructure
  • Explore policy, financing, and delivery models needed to build AI‑ready infrastructure at scale, drawing on public-private partnerships and IFI support
  • Assess how AI-enabled infrastructure can drive inclusive growth and sustainable development, particularly in emerging and developing economies in Africa and Latin America and the Caribbean
  • Identify practical responses and partnership opportunities pertaining to future AI‑related infrastructure investments, guided by IFI experts

Chief Executive Officer, MCDF
<p>Mr. Zhongjing Wang is the inaugural Chief Executive Officer (CEO) of the Multilateral Cooperation Center for Development Finance (MCDF) Secretariat. Appointed in 2021, he leads MCDF operations to promote sustainable, high-quality connectivity infrastructure investment in developing countries through partnerships. In January 2026, his appointment was extended for a further five-year term by the MCDF Administrator, the Asian Infrastructure Investment Bank, with the unanimous support of the&nbsp;<a href="/en/who-we-are/governance/governing-committee/index.html">MCDF Governing Committee</a>. Before his appointment as MCDF Secretariat CEO in January 2021, he served as Head of the Interim Secretariat tasked with establishing the multilateral finance facility which became MCDF.</p> <p>Prior to joining MCDF, CEO Wang served as the Director-General of the Center for Evaluation of World Bank Loan Projects in China’s Finance Ministry, leading cooperation between China and multilateral financial institutions and bilateral development partners. He has served on the board of multiple international organizations and financial mechanisms, including the Asian Development Bank, New Development Bank, International Fund for Agricultural Development, and Adaptation Fund. He was a council member of the Global Environmental Facility, Global Infrastructure Facility, and Women Entrepreneurship Finance Initiative. CEO Wang holds an MPA from Harvard Kennedy School, an international tax program certificate from Harvard Law School, and an LL.B from Peking University.</p>

<p>Tiago Carneiro Peixoto&nbsp;is a Brazilian&nbsp;<a href="https://en.wikipedia.org/wiki/Political_scientist">political scientist</a>&nbsp;and Senior Governance Specialist at the&nbsp;<a href="https://en.wikipedia.org/wiki/World_Bank">World Bank</a>, who promotes participatory democracy and digital government around the globe.&nbsp;Recognized as an expert in&nbsp;<a href="https://en.wikipedia.org/wiki/E-democracy">e-democracy</a>&nbsp;and&nbsp;<a href="https://en.wikipedia.org/wiki/Participatory_democracy">participatory democracy</a>, he was nominated as one of the most innovative people in democracy, as well as one of the 100 most influential people in digital government.</p> <p>In 2010, he initiated an international mapping exercise of participatory budgeting practices,&nbsp;having contributed directly and indirectly to the process of implementation and expansion of participatory policies in different regions of the world.</p> <p>He is a frequent speaker at high-level events such as the South Eastern Europe Ministerial Conference, Open Knowledge Festival and TICTec,&nbsp;as well as events promoted by public institutions such as the&nbsp;<a href="https://en.wikipedia.org/wiki/Ministry_of_Finance_(Finland)">Ministry of Finance of Finland</a>,&nbsp;the&nbsp;<a href="https://en.wikipedia.org/wiki/Parliament_of_the_United_Kingdom">Parliament of the United Kingdom</a> and the&nbsp;<a href="https://en.wikipedia.org/wiki/White_House">White House</a>.</p> <p>He holds a&nbsp;<a href="https://en.wikipedia.org/wiki/PhD">PhD</a>&nbsp;and a&nbsp;<a href="https://en.wikipedia.org/wiki/Master%E2%80%99s">Master’s</a>&nbsp;degree in political science from the&nbsp;<a href="https://en.wikipedia.org/wiki/European_University_Institute">European University Institute</a>, and a master's degree in Organized Collective Action from&nbsp;<a href="https://en.wikipedia.org/wiki/Sciences-Po_Paris">Sciences-Po Paris</a>.&nbsp;He co-authored the books&nbsp;e-Agora: The White Book of Local e-Democracy: Reflections&nbsp;and Perspectives, and&nbsp;Civic Tech in the Global South: Assessing Technology for the Public Good.</p>

Senior Advisor on Digital Infrastructure, MCDF
<p>Ivan Rossignol works as a senior advisor to multilateral banks, governments, and consulting firms. He focuses on digital infrastructure, competitiveness and growth strategies, cities and cluster approaches. Ivan’s recent consulting assignments include defining the Asian Infrastructure Investment Bank’s Digital infrastructure strategy, chairing the global working group on digital infrastructure risks, and providing expert advice on digital infrastructure financing at the G20 under the Indonesia and India presidencies in 2022 and 2023, respectively. Ivan is a former director at the World Bank, where he spent 24 years advising governments on economic development, growth opportunities, and competitiveness, mostly in South Asia and Africa. He helped found the World Bank competitiveness practice and was its first Chief Technical Specialist (Director). While at the World Bank, Ivan also worked as Country Director of Sri Lanka and Maldives, was selected (not appointed) as Country Director for Afghanistan, worked as Acting Global Director of Practice for Trade and Competitiveness, manager of the Trade and Competitiveness practice in South Asia, and managed the World Bank country office in Egypt (2006). Ivan also worked for COMESA as a World Bank secondee (2000). He has lived in several African countries as well as in India. He has taught development economics as an Adjunct Professor at Georgetown University, the University of Edinburgh, and as a Honorary Professor at Heriot-Watt University. He has delivered lectures at Harvard University and Cambridge University. Ivan published several articles on competitiveness. More recently, he published a financial method to evaluate the cost of natural capital (2022) and a Compendium on Digital Infrastructure Financing (2022 @G20).</p>
AUDIENCE

The workshop is tailored for officials of ministries of information and communications technology, digital economy, digital infrastructure, finance, planning, agriculture, and rural development and relevant regulatory authorities, particularly those from developing countries. Staff from International Financial Institutions (IFIs), digital infrastructure companies, project developers, and developing country financiers working in the sector, as well as other interested stakeholders, are also encouraged to participate.

FORMAT

The workshop will be held virtually. Presentations, case studies, and discussions will be conducted in English, with simultaneous translation in Spanish and French.

Participants will engage through small group discussions, quick-answer apps, and question and answer sessions at the end of each panel discussion.
