Albert Graves joined the Multilateral Cooperation Center for Development Finance (MCDF) as a Governance Officer in February 2026. He supports the oversight functions of the MCDF Governing Committee (GC) and the MCDF Coordination Committee (CC), coordinating between members, Observer countries and International Financial Institutions, and MCDF Secretariat teams to ensure the timely delivery of key GC and CC meetings and reports.
Before joining the MCDF Secretariat, Albert held a consultant role with the Asian Development Bank’s ASEAN Catalytic Green Finance Facility and managed the European Union’s (EU) cooperation and partnership facilities in Indonesia and Brunei Darussalam as well as development projects funded by Japan and the United States. Over the past decade, he also led and advised on public diplomacy initiatives across ASEAN for the EU, advanced public administration and smart cities for national and local governments in Korea and in developing countries through official development assistance, and carried out communications and outreach at the Green Climate Fund (GCF). Earlier in his career, he worked in intellectual property rights management for organizations in Asia and Europe.
A national of the United States, Albert holds a PhD in American studies from Doshisha University (Japan), an LLM in international justice from the University of London (United Kingdom), and a BA in Asian studies from the University of Kentucky (United States).
