Tomasz Bartos joined the Multilateral Cooperation Center for Development Finance (MCDF) as a Senior Investment Specialist in February 2026. He works with the MCDF’s Program Team on expanding and enhancing its partnerships, developing its projects pipeline, and appraising the projects proposed by MCDF Implementing Partners. He also monitors the implementation of projects, with particular focus on Latin America and the Caribbean.
Prior to joining MCDF, Tomasz worked for over 30 years at the European Bank for Reconstruction and Development (EBRD) in London. Most recently, he was as an Associate Director with the Evaluation Department, tasked with assessing the implementation of EBRD’s strategic programs, particularly in the transport and energy sectors. His recommendations helped shape and enhance the sustainability credentials of EBRD’s new sectoral strategies. Among his earlier roles at EBRD, Tomasz served as a Senior Banker in its infrastructure and property departments, leading the origination and implementation of numerous transactions, including innovative public-private partnerships.
Before EBRD, Tomasz worked as a Principal Financial Specialist at the Inter-American Development Bank in Washington, D.C. on infrastructure projects in Latin America and the Caribbean. He started his career as a Program Officer, leading the development of several assistance programs of the International Development Research Center in Ottawa, Canada, including the Government of Canada’s first large assistance program for Ukraine. He brings to MCDF extensive experience in project development, due diligence, and investment proposal appraisal.
Tomasz is a national of Poland, Canada, and the United Kingdom. He holds a master’s degree in international business and economics from the University of Gdansk, Poland and a graduate diploma in international development and cooperation from the University of Ottawa, Canada.
