Xiaotong joined the Multilateral Cooperation Center for Development Finance (MCDF) as a Program Consultant in May 2026. She supports MCDF’s portfolio monitoring, procurement and contract management, data analytics, reporting, and digital system development for portfolio and procurement management.
Prior to joining MCDF, Xiaotong worked at the Asian Infrastructure Investment Bank (AIIB), where she supported sovereign-backed financing operations and operational procurement. She managed the preparation of AIIB’s Annual Operational Procurement Report for five consecutive reporting cycles, from 2021 to 2025, worked on the development, rollout, and training of AIIB’s Project Procurement Management System, and served with the Secretariat of AIIB’s Procurement Review Panel.
Earlier in her career, Xiaotong worked for a CITIC Group subsidiary, supporting activities for International Financial Institution-financed infrastructure projects in China. Xiaotong holds a master of science in financial management from Durham University (United Kingdom).
