Workshop Series

Co-organized by the Multilateral Cooperation Center for Development Finance (MCDF), Egypt Ministry of Finance, African Development Bank, Asian Development Bank, Public-Private Infrastructure Advisory Facility (PPIAF), World Bank, and World Association of PPP Units and Professionals (WAPPP), the 2025 Workshop Series on Public-Private Partnerships Hot Topics aimed to build practical skills tailored for public-private partnership (PPP) units and professionals in Africa, the Middle East and North Africa, and Asia.

Following the success of the inaugural workshop series in 2024, the 2025 workshop series featured niche and emerging topics, experience sharing, and good practices in developing countries, incorporating expertise from International Financial Institutions (IFIs).

Certificate of Participation

Those who attended at least three out of four workshops in the series received a certificate of participation.

Workshop Three: Innovation in Transport PPPs

The third workshop in the series examined performance-based contracting (e.g., CREMA approach), green and smart mobility PPPs, nature-based solutions, and nature-positive arrangements.

Principal Infrastructure Investment Officer, Infrastructure Partnerships Division, Infrastructure, Cities and Urban Development, African Development Bank
<p>Ekow Coleman is an APMG-certified Public-Private Partnership (PPP) professional and currently serves as Principal Infrastructure Investment Officer within the Infrastructure Partnerships Division of the African Development Bank (AfDB). He leads the coordination and implementation of the Bank’s PPP Strategic Framework (2021–2031), as well as its PPP Transaction Advisory Services, supporting Regional Member Countries and government contracting authorities in developing and bringing bankable PPPs to market.</p> <p>Prior to his current role, Mr. Coleman worked with AfDB’s Private Sector and PPP Infrastructure Finance Division, where he led the identification, preparation, appraisal, structuring, execution, and promotion of non-sovereign transport and urban development infrastructure projects across Africa.</p> <p>Before joining AfDB, he served as a Principal Investment Officer at the Ghana Infrastructure Investment Fund (GIIF), where he was part of the pioneer team involved in the Fund’s development and formation. He also held various leadership roles at Ghana’s Ministry of Finance, including Head of the PPP Advisory Unit and Financial Analyst. There, he played a key role in establishing fully functional project and financial analysis,&nbsp;and PPP advisory units within the Public Investment Division.</p> <p>Earlier in his career, he worked as a consultant and research/financial analyst at an investment banking and advisory group in Ghana.</p>

Lead Transport Specialist, World Bank
<p>Eric Lancelot is a Transport Engineer and Economist with 30 years of professional experience. He joined the World Bank in 2005 after a decade working in both the public and private sectors in developing countries.</p> <p>He has since held various roles at the Bank, including Program Leader for Sustainable Development and Infrastructure in West Africa (2015–2019) and Central America (2019–2022).</p> <p>He currently serves as Lead Transport Specialist for the Latin America and Caribbean (LAC) Region and Global Lead for Resilient and Safe Infrastructure. He has authored papers on Public-Private Partnerships (PPP) and Performance-Based Contracting (PBC), and currently leads the World Bank’s initiative on road asset performance-based management.</p>
Jit Bhattacharya

Co-Founder and CEO, BasiGO
<p>Jit Bhattacharya is the Co-Founder and CEO of BasiGo, a company headquartered in Nairobi, Kenya, working to electrify Africa's public transport system. Jit has been a leader in electric vehicle and lithium-ion battery technology for the past 18 years. He served as CEO of Mission Motors, a Silicon Valley company specializing in high-performance EV technology. He later served as a senior manager in the Special Projects Group at Apple.</p> <p>After moving to East Africa in 2017, Jit served as Chief Technology Officer for Fenix International, one of Africa's leading Pay-As-You-Go solar home system companies. Prior to launching BasiGo, Mr. Bhattacharya served as a Principal with Factor[e] Ventures, one of the first venture capital funds to invest in e-mobility in Africa.</p> <p>Mr. Bhattacharya holds a Master’s in Engineering from Stanford University and an MBA from the University of California, Berkeley.</p>
Sithembiso Mkhwanazi
Sithembiso Mkhwanazi
Senior Manager, Performance Monitoring and Evaluation, Government Technical Advisory Centre, National Treasury, South Africa
<p>Sithembiso (Khaya) Mkhwanazi is a Senior Manager in Performance Monitoring and Evaluation, Contract Management, and Project Advisory, with extensive public-private partnership (PPP) and infrastructure experience. He works for the Government Technical Advisory Centre (GTAC), an entity of the National Treasury, focusing on contract management support. The government entity specializes in PPP implementation and infrastructure development support.</p> <p>As a senior manager, he is responsible for providing management support for all PPP projects at the delivery stage in the country and serves as a Project Advisor on new projects.</p> <p>Khaya’s highest qualifications include an M.Sc. in Building (2024), a Postgraduate Diploma in Property Development (Facilities Management) from Wits University (2021), and a Master of Business Leadership from UNISA SBL (2018). He is currently a Ph.D. candidate in Construction Management at the University of Johannesburg.</p>
Radhika Behuria
Radhika Behuria
Social and Gender Specialist, Asian Development Bank
<p>Since 2020, Radhika has been working with the Asian Development Bank (ADB) as the Social and Gender Specialist (Consultant) for the Asia Pacific Project Preparation Facility (AP3F), which is housed in the Office of Markets Development and Public-Private Partnership (OMDP). She is responsible for the operationalization of AP3F and OMDP’s gender strategy and provides support on gender mainstreaming aspects of all public-private partnership (PPP) transactions.</p> <p>Radhika has over 20 years of cross-sectoral experience working on gender issues with the United Nations, multilateral development banks (MDBs), private sector, and think tanks. Prior to joining ADB, she worked with United Nations Development Programme (UNDP), UN Women, and Access Health International, among others. She holds a B.A. degree in Sociology from Delhi University and a Master’s in Gender and Media Studies from the University of Sussex, UK.</p>

Ede Ijjasz
Senior Advisor to the CEO, MCDF
<p>Ede Ijjasz is currently Senior Advisor to the CEO of the Multilateral Cooperation Center for Development Finance, MCDF. He currently serves on the Board of Directors of several organizations and foundations, including the Global Reporting Initiative, GRI, one of the first organizations that developed ESG standards, currently used by more than 10,000 organizations in over 100 countries.</p> <p>Mr. Ijjasz had a long career at the World Bank, where he was part of the senior leadership responsible for the sustainable development, infrastructure, and climate change portfolios. He has worked in more than 90 developing and emerging economies in all regions of the world – from fragile and conflict-affected countries to high-middle-income countries. Mr. Ijjasz was responsible for about $80B of investments in and close to 800 policy reports during his World Bank career. He oversaw the implementation of the social standards of the World Bank’s ESG framework in the entire World Bank portfolio.</p> <p>Mr. Ijjasz has a Ph.D. from the Massachusetts Institute of Technology (MIT). He has been a lecturer at Tsinghua, Johns Hopkins, and Georgetown universities.</p>

AUDIENCE

The workshop series was tailored for staff from PPP units, ministries of finance and planning, project developers, and PPP practitioners from Africa, the Middle East and North Africa, and Asia. Staff from International Financial Institutions, national infrastructure and development banks, and emerging market financiers, as well as interested stakeholders, are also encouraged to participate.

FORMAT

The workshop series sessions was held virtually. Speaker presentations, case studies, and discussions will be conducted in English.

Participants engaged through small group discussions, quick-answer apps, and question and answer sessions at the end of each panel discussion.
