DESCRIPTION

Workshop Series

Co-organized by the Multilateral Cooperation Center for Development Finance (MCDF), Egypt Ministry of Finance, African Development Bank, Asian Development Bank, Public-Private Infrastructure Advisory Facility (PPIAF), World Bank, and World Association of PPP Units and Professionals (WAPPP), the 2025 Workshop Series on Public-Private Partnerships Hot Topics will build practical skills tailored for public-private partnership (PPP) units and professionals in Africa, the Middle East and North Africa, and Asia.

Following the success of the inaugural workshop series in 2024, the 2025 workshop series will feature niche and emerging topics, experience sharing, and good practices in developing countries, incorporating expertise from International Financial Institutions (IFIs).

Certificate of Participation

Those who attend at least three out of four workshops in the series will receive a certificate of participation.

Workshop Four: Building Bankability of PPPs

The fourth workshop in the series will review mechanisms governments use to ensure the affordability of private participation, services to the poor, and climate action. These mechanisms include hybrid PPPs, blended finance (including with global climate funds and philanthropic funding), and viability gap funds.

<p>Engineer Atter Hannoura has over 34 years of professional experience in different capacities and business sectors. He holds a Law Degree from Cairo University (2016), a Diploma in Large Procurements from ITO/Italy (2004), and a B.Sc. in Engineering (ICT) from Alexandria University (1981). Eng. Hannoura is a PPP Expert, with solid procurement and contract management experience. His professional business experience was mainly gained through working at multinational organizations since 1997, including ten years at USAID and the World Bank as a Management Information System (MIS) and Procurement Expert. His experience then extended to cover full project management, financing, and contract management in the MENA Region.</p> <p>Since February 1, 2007, Eng. Hannoura has been with the Ministry of Finance/Egypt, participating in establishing the PPP Central Unit. He was appointed by the Minister of Finance to be the Director of the PPP Central Unit. His work includes, but is not limited to, serving as the Director of the Central Department for PPP Projects, Tendering Affairs, and Contract Management. Eng. Hannoura was also responsible for implementing the PPP initiative on a national basis and drafting the PPP legal framework in Egypt since May 2011. He has strongly managed feasibility studies, preparation, and tendering of several PPP projects in utilities, transportation, health, education, ports, and communication sectors, in addition to creating additional PPP pipeline projects.</p>

<p>Dr. Paolo Craviolatti, a member of World Association of PPP Units and Professionals (WAPPP), is a Transaction Adviser at DAR (<a href="/" target="_blank" rel="noopener">www.dar.com</a>), working on infrastructure financing assignments for DAR clients (mainly governments) in Africa. Dr. Craviolatti has 30 years of working experience in the field of development finance, private sector development, and investment in the economic and social sectors, of which 16 years have been specifically in infrastructure financing and PPPs. He has worked in over 20 countries in Sub-Saharan Africa, the Middle East, and Central, South, and Southeast Asia.</p> <p>He has served as an economist in the EU, as an official of the UK Department for International Development, and for various government administrations in Sub-Saharan Africa. He has worked in financial structuring in key economic sectors, including transport/mobility, industrial and property development, municipal services, and renewable energy, supporting investment decisions and promoting private sector participation in projects. His focus is on innovative financing models, including hybrid PPPs, EPC+F, and blended finance models.</p> <p>Dr. Craviolatti holds a PhD in Economics from Sussex University (UK), a Master’s in Economics from Oxford University (UK), and a BSc (Hons) in Agricultural Economics from Reading University (UK).</p>
AUDIENCE

The workshop series is tailored for staff from PPP units, ministries of finance and planning, project developers, and PPP practitioners from Africa, the Middle East and North Africa, and Asia. Staff from International Financial Institutions, national infrastructure and development banks, and emerging market financiers, as well as interested stakeholders, are also encouraged to participate.

FORMAT

The workshop series sessions will be held virtually. Speaker presentations, case studies, and discussions will be conducted in English.

Participants will engage through small group discussions, quick-answer apps, and question and answer sessions at the end of each panel discussion.

Video recordings of select workshop content will be uploaded on the MCDF website. Complete workshop video recordings and featured presentations will be made available on MCDF’s digital platform, JIGSAW.
