MCDF Coordination Committee Discusses MCDF Independent Evaluation Report for 2021-2025

Beijing, China, 23 September 2025

Multilateral Cooperation Center for Development Finance (MCDF) Coordination Committee (CC) members discussed the MCDF independent evaluation report for 2021-2025 during their meeting in Beijing and virtually on 23 September.

The CC meeting was chaired by Development Bank of Latin America and the Caribbean (CAF) Executive Vice President Gianpiero Leoncini. Following updates by MCDF CEO Zhongjing Wang and staff on MCDF’s information and knowledge-sharing activities and collaboration with CC members and partners, the independent evaluation team led by Mr. Vinod Thomas presented its findings and recommendations based on MCDF’s first four years of operations and anticipated overall 2021-2025 achievements.

The independent evaluation team’s presentation underscored the considerable progress achieved by MCDF to promote sustainable, high-quality connectivity infrastructure investment in developing countries through partnerships, despite the challenging global environment.

The presentation highlighted the initial growth and impact of MCDF’s grant support for project preparation, capacity building, and information sharing in Africa, Asia, and Latin America and the Caribbean, across the transport, energy, digital communications, and transboundary water resource management sectors. It also noted the value of MCDF’s information and knowledge-sharing events and reports and their focus on encouraging the application of International Financial Institution (IFI) standard and good practices.

After the presentation by the independent evaluation team, CC members and Observers went on to share their perspectives on the independent evaluation of MCDF for 2021-2025 and MCDF’s next phase, beyond December 2026.

The CC meeting concluded with a presentation by the Saudi Fund for Development (SFD). The presentation highlighted SFD’s operations and interest in working closely with MCDF, particularly in areas such as project preparation support and knowledge and data exchange with IFIs.
