MCDF Holds Replenishment Meetings and Adopts 2027-2031 Strategy

Doha, Qatar, 27 September 2026

In preparation for its second phase of operations for promoting high-quality connectivity infrastructure investment in developing countries through partnerships, the Multilateral Cooperation Center for Development Finance (MCDF) held the third meeting of the First Replenishment of the MCDF Finance Facility, in Doha, Qatar on 27 September. MCDF’s 2027-2031 strategy was also officially adopted on 22 September and a revised Operations Manual of the MCDF Finance Facility was approved by the MCDF Governing Committee on 27 September.

The replenishment meeting in Doha was preceded by meetings in Beijing in March and Shanghai in June. The entire replenishment exercise was attended by 34 countries worldwide and 10 International Financial Institutions, with guest remarks delivered by Ethiopia Finance Minister Mr. Ahmed Shide, Djibouti Minister of Economy and Finance Mr. Ilyas Moussa Daweleh, Tanzania Finance Minister Mr. Khamis Mussa Omar, and Secretary of State at Cambodia’s Ministry of Economy and Finance, Mr. Thirong Pen, as well as Asian Infrastructure Investment Bank President Ms. Jiayi Zou and New Development Bank President Ms. Dilma Rousseff. The replenishment meetings were chaired by Mr. Atter Hannoura, Advisor to the Minister for the Public-Private Partnership Center under Egypt’s Finance Ministry.

Participants in the replenishment meeting discussions and other members of the MCDF Governing Committee and MCDF Coordination Committee together praised MCDF’s impact during its first five years and supported MCDF’s 2027-2031 strategy and revised Operations Manual to build on this momentum.

To date, MCDF has provided USD89.7 million dollars in grants for the preparation and capacity building of 67 connectivity projects in Africa, Asia, and Latin America and the Caribbean, which are expected to mobilize USD15 billion in investment. MCDF has also welcomed over 9,000 information-sharing event participants from 125 beneficiary countries and 125 developing country financiers (New Partners), as of July 2026.

“Since MCDF was launched in 2021 to promote sustainable, high-quality connectivity infrastructure investment in developing countries through partnerships, we have come a long way,” said MCDF CEO Zhongjing Wang. “We are proud that MCDF is making a difference, which has been made possible by the strong support of its donor and beneficiary countries, MCDF’s Administrator, the Asian Infrastructure Investment Bank, other International Financial Institutions, and developing country financiers.”

CEO Wang noted MCDF’s vision to achieve more in its second strategic period, from 2027-2031. MCDF’s new strategy for this period responds to urgent requests from beneficiary countries to help them meet their development needs through broad operational reforms to make MCDF more effective and efficient.

Participants in the MCDF replenishment exercise agreed that the increasingly turbulent global landscape reinforces the value of MCDF’s project preparation, capacity building, and information-sharing support for high-quality connectivity infrastructure investment, in accordance with International Financial Institution standards and good practices. As for the financing of MCDF’s future operations, 14 countries have indicated their intention to provide financial support for MCDF to implement its 2027-2031 strategy, double its current number of donor countries.

“As we seek to enhance countries’ connectivity as an essential prerequisite for cooperation and shared prosperity across borders and regions, we would like to see the MCDF community continue to expand and work more closely to achieve even greater impact,” CEO Wang said.
