MCDF Launches Inaugural PPP Hot Topics Report

The Multilateral Cooperation Center for Development Finance (MCDF) has launched the inaugural volume of the MCDF PPP Hot Topics Report Series, examining key issues raised during the 2024 and 2025 Public-Private Partnership Hot Topics Workshop Series, in conjunction with the opening of the 2026 workshop series on 13 May.

MCDF PPP Hot Topics Report 2024-2025 highlights 129 practical public-private partnership (PPP) lessons and insights described by experienced practitioners from governments, International Financial Institutions, and other PPP experts during workshop series sessions in 2024 and 2025.

By sharing takeaways and analysis of these sessions, the report aims to help more broadly build the institutional capacity of developing country governments to effectively design and execute PPPs and thereby better enable them to procure and deliver sustainable, high-quality connectivity infrastructure.

The report explores 3 core themes from the 2024-2025 PPP hot topics workshop series sessions:

  • Managing financial, fiscal, and technological risks
  • Accessing diverse financing sources, such as project preparation funds, climate finance, and land value capture
  • Innovative sectors, with a focus on small-scale PPPs and transport PPPs

The report spotlights how well-planned and implemented PPPs can enhance project efficiency, innovation, incorporation of global expertise, and access to new sources of capital while mitigating the greater fiscal, operational, and governance risks of PPPs compared to traditional financing approaches.

MCDF’s 3-part 2026 Public-Private Partnership Hot Topics Workshop Series, taking place between May and July, builds on these lessons. It is cohosted with Egypt’s Finance Ministry, the African Development Bank, Asian Development Bank, CAF – Development Bank of Latin America and the Caribbean, Eurasian Development Bank, the Public-Private Infrastructure Advisory Facility, and World Association of PPP Units and Professionals.
