SUMMARY

This interactive virtual capacity building workshop brought together occupational health and safety (OHS) specialists from multilateral development banks (MDBs) and development partners to share practical approaches for strengthening OHS implementation in infrastructure projects.

Virtual Workshop

Designed for Project Implementing Units (PIUs), government agencies, supervising engineers, and contractors, the virtual workshop on 24 August examined how OHS requirements are translated into procurement and contracts, Contractor Environmental and Social Management Plans (C-ESMPs), site supervision, incident management, and corrective actions. Participants learned from practical MDB experience, discuss common implementation challenges, and exchange approaches that can be applied directly to infrastructure projects.

What Participants Learned

  • Better understand MDB OHS requirements and the respective responsibilities of borrowers, PIUs, supervising engineers, contractors, subcontractors, and MDBs
  • Translate OHS requirements into implementation through procurement, contracts, C-ESMPs, and contractor management systems
  • Strengthen site supervision and monitoring using practical inspection, reporting, and corrective-action approaches
  • Respond to, and learn from, incidents and near misses through timely reporting, investigation, root-cause analysis, and corrective and preventive actions
  • Learn from peers and MDB specialists through practical case studies, interactive discussions, and implementation experience exchange

Certificate of Participation

Participants who attended the virtual workshop and completed the feedback survey received a certificate of participation.

Planned In-Person OHS Workshop

A practical in-person workshop is planned as a follow-on to the virtual workshop. Further details, including the date, location and participation arrangements, will be communicated separately.

Senior Advisor to the CEO, Environmental, Social, and Governance, MCDF
<p>Kisa Mfalila joined the Multilateral Cooperation Center for Development Finance (MCDF) Secretariat in February 2025 as Senior Advisor to the CEO, Environmental, Social, and Governance (ESG).</p> <p>Kisa leads MCDF’s engagement with International Financial Institutions and other partners to advance environmental and social standards (ESS) and strengthen MCDF’s position in the ESS community.</p> <p>Kisa joined MCDF from AIIB, where she worked as an adviser on enhancing the quality of investments for both sovereign and non-sovereign-backed financing. Before joining AIIB, Kisa served as the Lead Environment and Climate Specialist for Asia and the Pacific at the International Fund for Agricultural Development, based in New Delhi, India.</p> <p>She also held senior environmental specialist roles at the World Bank and African Development Bank. With extensive experience in designing and implementing investment operations—including large and complex infrastructure projects—she has played a key role in managing environment and climate risks in infrastructure investments across Africa and Asia and the Pacific.</p> <p>Kisa holds a master’s degree in environmental engineering from the KTH Royal Institute of Technology in Stockholm, Sweden. A Tanzanian national, Kisa has also lived in South Africa, Tunisia, and the United States.</p>

<p>Felix is a safeguard specialist at the Asian Development Bank (ADB) and has over 20 years of multilateral development bank (MDB) experience. Prior to joining ADB, he worked with the World Bank and African Development Bank in similar positions. Administratively, Felix heads the front office of the Head of Safeguards in ADB, providing a coordination function on key technical and specialist initiatives. He has extensive operations and policy compliance oversight functionalities and currently serves as the focal person for health and safety in ADB. Felix has led several training and capacity building programs for staff as well as borrowers and clients of MDBs, including ADB, covering different sectors and regions. &nbsp;&nbsp;</p>

Lead Environmental Specialist, Regional Standards Coordinator, Europe, and Central Asia Region, World Bank
<p>Maged Mahmoud Hamed is a Lead Environmental Specialist in the World Bank. His 20-year career in the World Bank has spanned four geographic regions, having supported mega infrastructure development projects in more than 40 countries to achieve environmental and social compliance. Before joining the World Bank, he worked in private sector consulting firms, academia, and multinational oil and gas companies. He has a PhD in environmental engineering from Rice University in Houston and has been a licensed environmental professional engineer in good standing in Texas for the past 26 years.</p>

Senior Environment Specialist, Sustainability and Fiduciary Solutions Department, Asian Infrastructure Investment Bank
<p>Muzaffar Ahmad is a Senior Environment Specialist at the Asian Infrastructure Investment Bank (AIIB). In his role, Muzaffar focuses on integrating environmental and safety aspects into AIIB operations. He also serves as the focal point for occupational health and safety (OHS) considerations in project design, construction, and operations, to lead AIIB’s efforts in enhancing OHS performance and reporting across the bank’s operations. Before joining AIIB, Muzaffar worked with the World Bank in Sydney, Australia, applying environment and social framework requirements to projects across Pacific Island Countries. Muzaffar holds a bachelor’s degree in civil engineering from Pakistan and a master’s degree in environmental engineering from the University of Melbourne, Australia. He is also a certified expert in climate change and renewable energy finance. His work ensures that AIIB projects are not only environmentally sound but also meet the highest standards of health and safety, contributing to the bank’s sustainable development goals.</p>

<p>Noel O. Tecson is a Senior Safeguards Officer (Environment) at the Asian Development Bank (ADB) and serves as the alternate focal for Health, Safety, and Security. He has more than 15 years of international experience in health, safety, and risk management across Asia and the Pacific, including process advisory and leadership roles in a major oil and gas company. Noel is a certified trainer and facilitator in human and organizational performance, TapRooT®, safe work practices, behavior-based safety, process safety management, and ISO management systems standards.</p>

Social Development Specialist, Sustainability and Fiduciary Solutions Department, Asian Infrastructure Investment Bank
<p>Rupal Kulkarni is a social development and finance professional with over 15 years of grassroots and multilateral development bank experience in labor migration, financial inclusion and indigenous communities. Current, she is a Social Development Specialist at the Asian Infrastructure Investment Bank (AIIB), where she works on managing the social risks and impacts of infrastructure projects. Prior to joining AIIB, she ran a pioneering financial services company (Shram Sarathi) and was a founding member of a non-profit knowledge and research institute (Work Fair and Free) for labor migrants in India. She has lived and worked among indigenous communities in India and Ghana and her areas of expertise include social impact assessments, building social protection and financial service models for labor migrants, social safeguards in informal labor markets, and occupational safety.</p>

<p>Brenda Omuombo is the Senior Health, Safety, Environment, and Social (HSES) Manager at the Private Infrastructure Development Group (PIDG), a leading infrastructure investment and development organisation that mobilizes private capital across Africa, South Asia, and Southeast Asia. For the past seven years, she has led HSES oversight across PIDG's investment portfolio. Brenda also serves as Chair of the DFI and ECA Health and Safety Working Group, advancing collaboration and good practices across International Financial Institutions.</p> <p>With more than 17 years of experience, Brenda is a recognized HSES professional with deep expertise in infrastructure, energy, and sustainable development. She has advised multinational organisations and private sector clients on managing HSES risks, improving operational performance, and delivering positive social and environmental outcomes. She holds a bachelor’s of science in environmental science, a master’s of science in energy and environmental management, and multiple certifications in safety management.</p>

FORMAT

The virtual workshop combined technical presentations from MDB OHS specialists with practical examples and interactive discussions. Presentations and discussions were conducted in English. MCDF’s event platform provided simultaneous AI-generated written translation in 30 languages.
