Workshop Series

Building on the success of the 2024 and 2025 series, the 2026 Workshop Series on Public-Private Partnership Hot Topics is designed for public-private partnership (PPP) professionals affiliated with governments, financiers, developers, consultants, contractors, and other stakeholders. The three-part series will offer participants opportunities to:

  • Better understand the latest “frontier issues” in PPPs, such as developments in PPP capacity building, PPP transaction design, and data center PPPs
  • Learn from, and collaborate with, experts from leading International Financial Institutions (IFIs), who will share their latest thinking and tools
  • Learn practical approaches to addressing common PPP project development and implementation challenges from experienced PPP units in developing countries
  • Engage with other practitioners and build stronger professional networks
  • Request further support through the feedback survey at the end of each workshop

Certificate

Participants will receive a certificate at the end of each session upon completing a feedback form.

Workshop on Innovations in PPP Transaction Design

This workshop shared a range of innovations in PPP transaction designs. These included contracts with private providers for operations and maintenance of government-owned assets such as roads, reduction of non-revenue water of piped systems, energy efficiency programs, aggregation of solar PV systems across thousands of rooftops with diverse owners, urban lighting systems, and utility services for dry logistical ports connected to maritime ports, among others.

<p>Helen Steward is Principal Specialist, Office of Public-Private Partnerships (PPPs) at the Asian Development Bank. She has 25 years of experience of advising governments and investors on infrastructure development, particularly PPPs. She has extensive experience in PPPs and project finance, procurement, infrastructure planning and strategy, capacity building, and due diligence.</p>

Director, Central PPP Unit Ministry of Finance, Egypt
<p>Engineer Atter Hannoura has over 34 years of professional experience in different capacities and business sectors. He is a PPP expert, with extensive procurement and contract management experience.</p> <p>Since 2007, Eng. Hannoura has worked with Egypt’s Ministry of Finance, where he established the PPP Central Unit. He was appointed by the Minister of Finance to be the PPP Central Unit’s Director and serves as the Director of the Central Department for PPP Projects, Tendering Affairs, and Contract Management. He has implemented the PPP initiative nationally and drafted the PPP legal framework in Egypt. He has managed feasibility studies, preparation, and tendering of PPP projects in the utilities, transportation, health, education, ports, and communications sectors, as well as created additional PPP pipeline projects.</p> <p>Eng. Hannoura’s business experience was mainly gained through working at multinational organizations, including ten years at USAID and the World Bank as a Management Information System and Procurement Expert. He has covered full project management, financing, and contract management in the Middle East and North Africa. He holds a law degree from Cairo University, a diploma in large procurements from ITO/Italy, and a bachelor of science in engineering (ICT) from Alexandria University.</p>

Infrastructure and Climate Finance Innovator, World Association of PPP Units and Professionals (WAPPP)
<p>Jyoti Bisbey is a globally recognized infrastructure and climate finance innovator, with over 20 years of experience in advancing green, resilient infrastructure finance, and public-private partnerships (PPPs) across developing countries. She has held senior roles at the World Bank Group, United Nations, and World Association of PPP units and professionals (WAPPP), where she supported governments in building robust public investment pipelines, structuring bankable PPP projects, and mobilizing finance for climate-resilient infrastructure.&nbsp;</p> <p>Jyoti has been instrumental in shaping global standards for private investment in infrastructure. She led the creation of two major international benchmarks, Certified PPP Professional and Private Capital Mobilization, and currently serves on the Executive Advisory Committee for the FAST-Infra Sustainable Infrastructure Label and as a member of the Resilience Taxonomy Advisory Group of Climate Bonds Initiative. She also leads the Climate Mitigation and Adaptation Technical Panel for the United Nations Economic Commission for Europe PPP and Infrastructure Evaluation and Rating System. Her leadership extends across global networks and advisory boards, including serving as an Executive Committee Member of WAPPP, Climate Advisor to the International Resilience and Sustainability Center, and member of the Sustainable and Innovative Financing Advisory Board of InfraBlocks Technologies Pte Ltd. Additionally, she is Associate Editor of the Journal of Infrastructure, Policy, and Development at the Lee Kuan Yew School of Public Policy, National University of Singapore.</p> <p>Jyoti has published extensively on leveraging private sector finance to deliver resilient, green, and inclusive infrastructure. Her work bridges policy, finance, and sustainability to drive transformational changes in public investments. She holds an executive diploma from Harvard University, an MBA from George Washington University, and an honors degree in mathematics from St. Stephen’s College, University of Delhi.</p>

Senior Transport Specialist, World Bank
<p>Carlos Bellas Lamas is a Senior Transport Specialist at the World Bank, based in Brasília, Brazil. In this role, he has been actively engaged in transport projects across several regions of the country, including Bahia, Espírito Santo, Tocantins, Santa Catarina, São Paulo, Rio de Janeiro, and Rio Grande do Norte. His work has focused on advancing proactive, safe, and resilient maintenance models in Bahia and Espírito Santo, as well as collaborating with prospective partners to further these efforts.</p> <p>Carlos’s academic background in Spain spans civil engineering, economics, and geography, holding master’s degrees from the University of Coruña, the National Distance Education University in Madrid, and the International Menendez Pelayo University in Santander.</p>

Private Sector Specialist, International Sollar Alliance
<p>Saachi is a clean energy professional with over 12 years of experience spanning decentralized renewable energy, rooftop solar, and international clean energy initiatives. She brings a strong combination of technical expertise and strategic advisory capabilities.</p> <p>She began her career working on the execution and management of off-grid solar projects, building deep on-ground experience in distributed energy systems. Over the years, she has expanded her focus to supporting solar adoption at scale, including rooftop solar, through work on policy frameworks, program design, and implementation strategies across diverse markets.</p> <p>Saachi has advised governments, multilateral organizations, development finance institutions, and private sector stakeholders on clean energy initiatives, including financing mechanisms, credit programs, and market entry strategies. She has also worked with global clients on energy transition, operating models, and large-scale transformation efforts across multiple geographies.</p> <p>Her experience reflects a strong ability to bridge technical depth with strategic insight, enabling scalable clean energy solutions and fostering collaboration to accelerate the adoption of rooftop solar and decentralized energy systems.</p>
Zhanar Zhakupova
Zhanar Zhakupova
Director, Energy Division, Eurasian Development Bank
<p>Zhanar Zhakupova has more than 20 years of experience in infrastructure and energy project financing and is currently Director of the Energy Division at the Eurasian Development Bank (EDB).</p> <p>At EDB, she leads the development and financing of strategic energy infrastructure projects across Central Asia, overseeing a diverse portfolio that includes power transmission, renewable energy, CHPP modernization, and gas turbine generation projects.</p> <p>Prior to joining EDB in 2018, she worked at the Development Bank of Kazakhstan and Samruk-Kazyna Invest.</p> <p>She holds an MBA in Finance from Nazarbayev University, completed through a joint program with Duke University (United States).</p>

AUDIENCE

The workshop was tailored for staff from PPP units, ministries of finance and planning, and PPP practitioners from Latin America and the Caribbean, Africa, the Middle East and North Africa, and Asia. Project developers, financiers, contractors, and consulting companies were also welcomed.

FORMAT

The workshop was held virtually. Presentations and discussions were conducted in English. MCDF’s event platform provided simultaneous, AI-generated written translation in 30 languages.

Participants engaged through survey apps, and question and answer sessions at the end of each panel discussion.
