Kenya Principal Secretary for Foreign Affairs Visits MCDF CEO at its Secretariat to Strengthen Partnership

Beijing, China, 31 July 2026

H.E. Dr. Abraham Korir Sing’oei, CBS, Principal Secretary for Foreign Affairs of Kenya, visited Multilateral Cooperation Center for Development Finance (MCDF) CEO Zhongjing Wang at the MCDF Secretariat in Beijing on 31 July. They discussed further building Kenya-MCDF partnership to promote high-quality connectivity infrastructure investment in East Africa and beyond.

Principal Secretary Korir Sing’oei was accompanied by H.E. Mr. Willy Bett, Kenya Ambassador to China; Ambassador Lynette Mwende Ndile, Deputy Head of Mission at Kenya’s Embassy in Beijing; Ambassador Jane Makori, Deputy Director General for Asia and the Pacific at the Kenya Foreign Ministry; and officials from the Office of the Principal Secretary.

CEO Wang thanked Principal Secretary Korir Sing’oei and his team for Kenya’s expanding cooperation and support for MCDF following CEO Wang’s bilateral meetings with Kenya’s President, H.E. Dr. William Samoei Ruto, CGH in Nairobi in February 2026 and Prime Cabinet Secretary, H.E. Dr. Musalia Mudavadi, at the MCDF Secretariat in April 2025. This includes cohosting the concluding session of the 2026 MCDF Workshop Series on Public-Private Partnership (PPP) Hot Topics, on data center PPPs in July, Kenya’s speaking role in the opening session of the MCDF Introductory Digital Infrastructure Workshop Series, on digital infrastructure and public digital infrastructure in January 2026, and actively participating in the first two meetings on the MCDF Finance Facility’s first replenishment, held in the first half of 2026.

Principal Secretary Korir Sing’oei expressed appreciation for MCDF’s partnership with Kenya, highlighting the USD3.15 million MCDF Finance Facility preparatory grant for the Mau Summit-Malaba Road PPP Project in 2025 which aims to strengthen trade and connectivity along the Northern Corridor linking the Port of Mombasa with Kenya’s hinterland and neighboring countries. He reaffirmed Kenya’s strong desire to take its partnership with MCDF to another level.

“Kenya is committed to more deeply collaborating with MCDF to help deliver infrastructure investment that connects our country and its regional and global partners in ways can realize greater trade and inclusive growth,” said Principal Secretary Korir Sing’oei.

The importance of project preparation, innovative financing, and institutional capacity development for building pipelines of bankable connectivity infrastructure projects aligned with IFI standards and good practices and opportunities to advance these priorities through MCDF collaboration was emphasized by the meeting participants.

Recognizing digital infrastructure’s rapidly increasing role in supporting regional connectivity and growth, CEO Wang thanked Kenya for agreeing to host the MCDF Connectivity Investment Conference on Africa Digital Infrastructure in Nairobi on 3-4 December 2026. Co-organized with the African Development Bank and other International Financial Institutions, he noted that MCDF hopes the conference will enhance collaboration and practical pathways for mobilizing investment in the continent’s digital infrastructure.

“Kenya’s leadership in digital transformation presents significant opportunities for stepped up cooperation with MCDF and partners,” said CEO Wang. “MCDF looks forward to working together to promote practical solutions that support high-quality digital infrastructure, regional integration, and sustainable development across Africa,” he continued.

CEO Wang went on to thank Kenya for its planned participation in the third and final meeting on the MCDF Finance Facility’s replenishment, to take place in September.

The value of a potential MCDF Regional Learning Center in Nairobi for knowledge exchange and capacity building on project preparation, infrastructure finance, and PPPs across Africa was also discussed.
